Imposes a minimum $0.50 delivery assessment fee on each order placed through third-party food delivery platforms (such as DoorDash, Uber Eats) that serve 20 or more separately owned restaurants

Requires third-party delivery companies to report annually by February 1 the number of deliveries originating in each city/town and total delivery assessments collected

Distributes 50% of collected fees to cities and towns proportionally based on delivery volume to fund roads, bridges, complete streets programs, and alternative transportation infrastructure

Allocates the remaining 50% of collected fees to the Commonwealth Transportation Fund

Authorizes the Department of Public Utilities to adjust the assessment amount at least every two years based on inflation; cities/towns receiving $25,000 or less may spend funds without further appropriation
