Authorizes golf cart operation on public ways in Hatfield, excluding sidewalks and roads with speed limits exceeding 40 mph

Requires registration with the town clerk, proof of insurance, safety inspection by police, and a registration decal on the rear right fender

Operators must hold a valid driver's license (or learner's permit with licensed driver present) and may not exceed 20 mph

Prohibits speed-enhancing modifications, alcohol consumption or open containers, and nighttime operation (between one-half hour after sunset and one-half hour before sunrise) except for special events approved by the select board

Mandates seat belts for all occupants and authorizes the town to set inspection/registration fees and fines for violations
