Creates new Chapter 93M in Massachusetts General Laws to protect privacy of social care information stored in Closed-Loop Referral Systems (CLRS) used to coordinate social services like food assistance, housing, transportation, and childcare

Prohibits participating organizations—including healthcare providers, health plans, public agencies, nonprofits, and technology vendors—from selling or licensing social care information transmitted through these referral systems

Restricts use of social care information to only the original purpose for which it was collected or generated

Imposes civil penalty of $1,000 per violation for organizations that sell, license, or improperly furnish social care information, with enforcement authority given to the Attorney General

Takes effect 90 days after enactment
