Establishes a dedicated Motorcycle Safety Fund as a separate fund on the books of the commonwealth, redirecting $2 from each motorcycle registration away from the General Fund

Requires $150 minimum rebates to riders under age 21 who complete an approved motorcycle basic rider course, capped at 20% of total fund deposits

Funds motorcycle safety programs including rider education courses, instructor training, policy manual maintenance for course providers, the Motorcycle Awareness Program, and public awareness efforts

Prohibits the State Treasurer from transferring fund revenues to the General Fund or any other fund

Mandates annual accounting reports on fund income and expenditures to be delivered to the Massachusetts Motorcycle Association Chairman, Joint Committee on Transportation chairs, and legislative clerks
