Cities and towns may establish designated school zones for passenger and freight locomotives by vote of the city council or town meeting, with speed limits not exceeding 20 miles per hour

Amends Chapter 160 of the General Laws by adding Section 19A

Speed limits become effective only after the municipality notifies railroad corporations operating in the zone and erects proper signage consistent with the Department of Highways' manual on uniform traffic control devices

Railroad corporations, including the MBTA, are prohibited from operating locomotives faster than posted speeds in designated school zones

Cities and towns bear responsibility for the costs of erecting and maintaining the required signs
