Amends Chapter 90, Section 22 of Massachusetts General Laws to allow municipalities to notify the Registrar of Motor Vehicles when residents have outstanding municipal fines

Registrar must prohibit issuance or renewal of driver's licenses, learner's permits, or vehicle registrations for individuals with outstanding municipal fines upon receiving notice from a city or town

Outstanding municipal fine defined as any unpaid fine for violating local rules, regulations, ordinances, or by-laws that remains unpaid 25 days after the due date, or 15 days after exhausting all appeals

Registrar must lift restrictions upon receiving notice that the outstanding fine no longer exists

Requires the Registrar to promulgate regulations including a hearing process to challenge the existence of an outstanding fine; allows electronic transmission of notices between municipalities and the Registrar
