Amends Chapter 85 Section 2 of the General Laws to require the Department of Highways manual to account for slower-walking pedestrians when determining crosswalk clearance times, including those with mobility aids, age-related slower speeds, or those assisting others.

Requires municipalities to create lists of locations heavily used by pedestrians likely to have slower walking speeds due to age, physical mobility issues, or assisting another person.

Mandates that signalized crosswalks at identified locations adjust walk clearance times to allow slower pedestrians to safely complete crossings.

Department of Highways must promulgate implementing regulations by January 1, 2026, with municipalities required to comply by January 1, 2027.
