Establishes escalating fines for Move Over Law violations: $250 (first offense), $500 (second offense), $1,000 (third or subsequent offense), with violations causing injury punishable by $2,500 fine or up to one year in jail

Requires drivers with second or third Move Over Law offenses to complete a driver behavior modification program; only third or subsequent offenses become surchargeable on auto insurance

Establishes the Massachusetts Law Enforcement Memorial Fund, funded by at least 50% of Move Over Law fine revenue and registration plate sales, to honor officers killed in the line of duty

Creates a statewide Blue Alert system to notify the public when law enforcement is searching for individuals wanted in connection with the serious injury or killing of a police officer
