Authorizes Lexington to grant 10 additional wine and malt beverage licenses for on-premises consumption, bypassing the standard quota limits in state law

Four licenses are designated for specific establishments: Pinot's Palette (7A Meriam Street), Galaray House Art Gallery (1720 Massachusetts Avenue), Lexington Venue Theater (1794 Massachusetts Avenue), and Fable Brewing (94 Hartwell Avenue)

Six licenses are reserved for establishments within designated economic development overlay districts: Village Overlay District, Multifamily Overlay District, or Village High-Rise Overlay District

Licenses for the four named establishments cannot be transferred to other locations; overlay district licenses must remain within their designated zone

All licenses must be initially issued within 3 years of the act's passage, and licenses for named establishments that are returned, cancelled, or revoked must be reissued within 3 years or they dissolve
