Allows any elected official in the Town of Berlin to be recalled and removed from office by qualified voters through a special election process

Requires 50 registered voters to initiate a recall petition by filing an affidavit with the Town Clerk, followed by collecting signatures from at least 10% of registered voters or 75% of average voter turnout from the previous 3 town elections (whichever is less) within 30 days

Special recall election must be held 60-75 days after certification of a valid petition, unless another town election occurs within 90 days, in which case the recall may be combined with that election

Officers subject to recall may run as candidates in the recall election; removal occurs only if a majority votes in favor of recall, with the highest vote-getter among candidates then elected as successor

Recall petitions cannot be filed against an officer within 6 months of taking office, and recalled officials are barred from appointment to the same office for 1 year
