Authorizes Somerville to grant tenants, tenant associations, or city-designated nonprofits the right to purchase residential properties when owners receive bona fide offers to sell

Requires property owners to notify tenants and the city within 2 business days of accepting an offer, giving tenants 15 business days (30 days for buildings with 7+ units) to submit a statement of interest to purchase at the same price

Tenant associations must represent at least 35% of tenants in a building to exercise purchase rights, and may designate a nonprofit, land trust, or limited equity cooperative to acquire the property on their behalf

Exempts owner-occupied properties with 1-3 units, family transfers, public housing, publicly assisted housing, student housing, and various institutional facilities from the right-to-purchase requirements

Prohibits evictions undertaken to avoid application of the law, and provides 90 days to close on any purchase agreement negotiated under the ordinance
