Amends Chapter 44B of the General Laws to create a new Section 7A allowing municipalities that have already adopted the Community Preservation Act to approve an additional 1% surcharge on real property taxes for accessibility improvements

Requires approval by both the local legislative body and voters via ballot question at a regular municipal or state election before taking effect

Mandates that adopting municipalities add one member to their community preservation committee from the local disability commission or, if unavailable, appointed by the select board or city council

Requires at least 10% of annual Community Preservation Fund revenues be spent or set aside for enhancing physical accessibility of public indoor and outdoor spaces

The accessibility surcharge would be exempt from Proposition 2½ tax levy limit calculations under Section 21C of Chapter 59
