Establishes a Senior Loan Repair Program providing 0% interest deferred payment home repair loans for seniors aged 62+ earning less than 80% of area median income for minor fixes and critical safety upgrades

Creates the Barnstable Home Resource Fund to finance the center's programs, funded through legislative appropriations, interest earnings, and federal grants/donations, with funds not reverting to the General Fund at fiscal year end

Requires annual reporting to the Joint Committee on Housing by December 31 on residents served, financial resources distributed, and recommendations for service improvements; act takes effect 180 days after passage
