All municipalities in Dukes, Nantucket, Barnstable, and Berkshire counties would automatically receive "seasonal community" designation, making them eligible for related benefits, funding, and regulatory adjustments

Additional municipalities may be designated as seasonal communities based on factors including high short-term rental rates, seasonal population increases, home price-to-income disparities, percentage of non-primary residence housing, and seasonal employment variations

Municipalities designated by the executive office (outside the four automatic counties) must accept or deny the designation through a vote of their legislative body

Declared an emergency law to take effect immediately upon passage

Requires an annual report by December 31 to the joint committee on housing and legislative clerks detailing benefits provided, housing and economic conditions in the four counties, and recommendations for program improvements
