Removes the requirement that landlords issue a "notice to quit" before a household can qualify for housing assistance under budget item 7004-9316

Directs the executive office to establish new criteria for demonstrating that a household is experiencing homelessness or is at risk of homelessness

Requires consultation with the Joint Committee on Housing when developing eligibility criteria

Mandates public feedback be solicited during the development of new homelessness/at-risk criteria

Amends Chapter 140 of the Acts of 2024, Section 2
