Mandates development of a prioritized plan to retrofit existing infrastructure with passive treatment mechanisms such as vegetated swales, retention basins, and constructed wetlands, focusing on sensitive or impaired watersheds

Funds the program through roadway permitting fees, state and federal water quality grants, MassDOT capital budget environmental mitigation revenue, legislative appropriations, and fund interest

Requires annual reports by December 31 detailing retrofitted system locations, water quality improvements, expenditures, and program recommendations, with regulations due within 12 months and program operations commencing within 18 months of enactment
