Creates a 15-member school transportation commission consisting of 4 department members, 5 school committee members, 3 transportation provider representatives, and 3 advocates for students in foster care or experiencing homelessness

Mandates the commission promulgate regulations including guidance for serving foster care, homeless, and migrant students, plus a compliance system for the pricing structure

Requires annual contract compliance reviews by September 30, with high-value contracts subject to direct approval and others subject to audits

Directs annual assessment of how transportation pricing affects educational outcomes for special education, homeless, and foster care students, with adjustments made based on findings
