Establishes a special commission to study whether Massachusetts should exempt pets with illness from mandatory rabies vaccination if they demonstrate sufficient rabies antibodies through titer testing

Commission membership includes co-chairs from the Joint Committee on Public Health, commissioners from the Department of Public Health and Division of Occupational Licensure, and the 5 members of the Board of Registration in Veterinary Medicine

Commission will evaluate the safety of administering rabies vaccines to ill animals and the feasibility of using rabies titer tests as an alternative to vaccination for sick pets

All commission appointments must be made within 30 days of the resolve's effective date

Final report with findings and legislative recommendations due to the House and Senate clerks by January 1, 2027
