Non-citizen residents of Somerville who meet all other state voting eligibility requirements may register to vote in local elections for municipal offices and local ballot questions

Somerville's board of election commissioners must establish a separate registration list and create special registration forms for non-citizen local voters, funded at city expense

Voting rights under this act are limited to local matters only; non-citizen voters cannot participate in state or federal elections or ballot questions

Registration forms require a declaration signed under penalty of perjury confirming Somerville residency

Non-citizens who later become U.S. citizens will be removed from the separate local voter list and notified they may register as regular voters under state law
