Authorizes ranked choice voting (RCV) for all town-wide offices in Brookline's annual and special elections, applying only when more than 2 candidates run for single-seat offices or when candidates exceed seats available for multi-seat offices

Establishes detailed tabulation procedures including batch elimination of mathematically eliminated candidates, surplus vote transfers in multi-seat races using calculated election thresholds, and tiebreaking methods determined by the Town Clerk with Board of Registrars approval

Requires ballots to allow voters to rank as many candidates as possible (or equipment maximum), randomly determine candidate ballot order, and label incumbents as "Candidate for Reelection"

Creates a 4-year waiting period before voters can petition to discontinue RCV, requiring either 10 registered voter signatures for Town Meeting or 10% of registered voters for direct ballot placement

Must be approved by Brookline voters at the next regular municipal or state election following the act's effective date
