Requires the Department of Environmental Protection (DEP) and Department of Public Health to study environmental and economic impacts of discharging spent fuel pool water from nuclear power plant decommissioning, including water containing tritium or boron

Study must analyze impacts on consumer perception affecting fishing, aquaculture, tourism, and restaurant industries, plus conduct regular monitoring of land, air, and water pollution levels

Prohibits discharge of spent fuel pool water or radioactive materials into Massachusetts waters until 90 days after DEP issues its study report

DEP must submit findings, recommendations, and any proposed standards or legislation to the Joint Committees on Public Health and Environmental and Natural Resources by December 31, 2026
