Requires a minimum of 3% of annual Fair Share Amendment revenues be directed to the fund, along with legislative appropriations, federal grants, private contributions, and earned interest

Targets rural and low-density municipalities outside federally-defined urbanized areas that lack rapid transit or frequent bus service (defined as 15-minute frequency from 7 AM to 7 PM daily)

Establishes performance benchmarks including 30% increase in transit access in underserved areas within 5 years, cost per revenue hour below $60, minimum 15% ride-share rate, and 25% electric/hybrid vehicle adoption

Requires MassDOT to develop application guidelines within 90 days, collect annual project reports with equity assessments, and submit annual reports to the legislature by December 31
