Prohibits schools from reducing recess time due to curriculum changes or withholding recess to provide IEP services, Section 504 accommodations, or completion of classroom work

Free-play recess counts toward structured learning time requirements and cannot result in increased total school year hours

Establishes a 15-member special commission to study student discipline policies and bullying, including effects on educational outcomes, safety, and physical/mental health

Commission must report findings and policy recommendations to the Department of Elementary and Secondary Education and legislature by January 1, 2026
