Requires municipalities that opt in to mandate certificates of occupancy and fire safety inspections for units in buildings with 3+ units before re-occupancy after vacancy, with fines of up to $20/day for violations and $250-$500 for refusing entry to inspectors

Mandates fire insurance policies on multi-unit residential properties provide $750 per unit (or $1,500 minimum for properties with 6+ units) in relocation benefits for tenants displaced by fire, covering hotel costs, security deposits, clothing/furniture replacement, and living expenses

Requires landlords to maintain fire insurance with displacement coverage, complete annual fire prevention training, and arrange immediate alternative housing for displaced tenants for up to 2 months; also directs the Department of Fire Services to develop a fire victims bill of rights
