Establishes the Bourne Bridge Replacement Fund as a separate fund administered by the Massachusetts Department of Transportation

Fund may receive legislative appropriations, public and private gifts/grants/donations, federal funds for bridge replacement, and interest earned on fund assets

MassDOT may expend fund amounts without further appropriation for Bourne Bridge replacement costs; funds do not revert to the General Fund at fiscal year end

Transfers $200,000,000 from the Education and Transportation Fund (income surtax revenue) to the new Bourne Bridge Replacement Fund

Transfer applies to FY2025 income surtax revenue certified after July 20, 2025, due within 30 days of the act's effective date
