Establishes a 9-member special commission to modernize the definition of "disabled veteran" in Chapter 90, Section 2 of the General Laws and all other RMV laws and regulations

Commission co-chaired by the RMV director and the state veteran advocate, with members from the Disability Law Center, Disabled American Veterans, Boston VA healthcare system, and the legislature

Requires at least 2 of the 4 legislative appointees to be veterans (1 House member, 1 Senate member)

Commission must submit a report with findings and legislative recommendations within 1 year of enactment to the Joint Committees on Veterans and Federal Affairs, Transportation, and Ways and Means

Declared an emergency law to take effect immediately upon passage
