Reduces gaming revenue allocation from 9% to 0.5% in Section 55(c) of Chapter 23K, and adds a new 8.5% allocation of daily gross gaming revenue to the Healthy Incentives Program (HIP) under the Department of Transitional Assistance

Reduces gaming revenue allocation from 2.5% to 0.2% in Section 59(2)(l), and creates a new 2.3% allocation to the Healthy Incentives Program

Transfers $10 million from the Race Horse Development Fund immediately to the Healthy Incentives Program, with remaining funds transferred to the Community Preservation Trust Fund

Redirects future Race Horse Development Fund payments exclusively to health and pension benefits for retired or permanently disabled former jockeys, drivers, and Suffolk Downs backstretch workers (grooms and barn workers)

Takes effect immediately upon passage
