Provides grants, loans, and technical assistance to farmers, middle-value-chain operators (aggregators, processors, distributors), and institutions to build local food sourcing capacity

Establishes a 6-member advisory committee including representation from farm organizations, local farmers, participating institutions, and a public health expert, with annual reporting requirements to the legislature
