Amends Chapter 80 of the Acts of 1929 (previously amended in 1989) to redefine harbor lines on the westerly side of the Acushnet River in New Bedford Harbor

Establishes a new harbor line running from Point L (the most northerly point near the Manomet mill property) through multiple survey points (M, N, O, P1, Q1, R1, S, T1, U1, V1A, V2) to Point V3 (the southerly end on the easterly side of New Bedford Harbor)

Uses precise latitude/longitude coordinates and true bearings referenced to existing landmarks including the Coggeshall Street bridge, Wamsutta wharf, state pier, Union Street railway wharf, and Atlas Tack Company's wharf in Fairhaven
