Creates an Office of Unsolved Homicides within the Attorney General's office to address homicides unsolved for more than 3 years, with immediate family members able to petition for case reviews that must be completed within 90 days

Establishes a statewide Unsolved Homicides Task Force co-chaired by the Attorney General and President of the Massachusetts District Attorney Association, including state police, police chiefs from Boston, Worcester, and Springfield, all county district attorneys, and 3 survivor community representatives

Creates investigative teams with access to all relevant records and databases, and requires a toll-free tip line and website for anonymous reporting of information about unsolved cases

Mandates a statewide database of unsolved homicides maintained by the Attorney General's office, containing victim information, investigation status, physical evidence, and suspect details, compatible with FBI and National Institute of Justice databases

Establishes the Unsolved Homicides Task Force Fund with an initial $10,000,000 transfer by June 30, 2026, funded by federal grants, private donations, legislative appropriations, and 15% of annual asset forfeiture funds from each district attorney
