Establishes specific timelines: 10 days for the dispute resolution office to determine if an impasse exists, 10 days to appoint an arbitrator, hearing within 20 days of appointment, and written decision within 30 days after hearing

Arbitration awards are binding on both parties and the legislative body, covering all mandatory bargaining subjects including wages, hours, insurance, fringe benefits, and working conditions

Prohibits employers from implementing unilateral changes to employment terms once an impasse petition is filed until the collective bargaining process is completed
