Establishes a 3-year pilot program allowing EMTs and paramedics to treat patients with non-emergent conditions at the scene or via telehealth, rather than requiring transport to emergency departments

Department of Public Health will develop alternative payment models that reimburse EMS providers for treat-in-place services instead of only paying for hospital transport

Prioritizes EMS providers serving populations with high Medicare/Medicaid enrollment or communities with limited hospital emergency department access

Participating providers may coordinate follow-up care with primary care physicians, urgent care clinics, or community health resources

Requires annual reports to the legislature by December 31 each year evaluating program effectiveness, cost savings, patient outcomes, and recommendations for expansion
