Establishes the Primary Care Physician Loan Repayment Fund to receive legislative appropriations, public/private gifts, grants, donations, and earned interest, with unexpended funds carrying over each fiscal year

Creates a loan repayment program paying the full medical school loan balance for physicians who commit to practicing primary care in Massachusetts for at least 10 years

Requires the Health Care Workforce Center to administer the program, develop regulations, and establish penalties and repayment procedures for participants who fail to fulfill their service contracts

Mandates annual program evaluations including exit interviews with participants to assess post-program plans and gather improvement recommendations

Requires annual reports to the legislature by July 1 detailing applicant demographics, participant data by race/gender/medical school, service locations, contract failures, and program expenditures
