Amends Chapter 90, Section 7A of Massachusetts General Laws to add "muffler" as a separate inspection item alongside exhaust systems during periodic motor vehicle inspections

Requires the Registrar of Motor Vehicles to establish rules and regulations for muffler inspections as part of the existing staggered vehicle inspection program

Vehicles with mufflers that fail inspection will receive a certificate of rejection windshield sticker indicating the failed inspection

Directs the Registrar to establish fines for vehicles with mufflers that fail to pass inspection
