Establishes the Accelerated Bridge Fund and Program to finance repair, replacement, and maintenance of structurally-deficient bridges across Massachusetts, with priority given to rural and underserved communities

Authorizes issuance of at least $4 billion in special obligation bonds, designated "Accelerated Structurally-Deficient Bridge Improvement Bonds of 2026," with a maximum 30-year term and all payments due by June 30, 2060

Creates a 5-member Bridge Improvement Oversight Committee including the MassDOT Secretary as chair, the highway division administrator, two rural community representatives appointed by legislative leaders, and an independent engineering expert appointed by the governor

Requires MassDOT to implement streamlined permitting and contracting processes, encourage public-private partnerships and design-build contracts, and maintain a public online portal tracking project progress

Mandates annual reporting by December 31 to legislative committees on funded projects, progress reducing structurally-deficient bridges, and fund expenditures with specific details on rural investments
