Establishes a revised city charter for Lynn, Massachusetts with a strong mayor form of government featuring a full-time mayor serving 4-year terms and an 11-member city council (4 at-large, 7 ward councilors) serving 2-year terms

Creates a 7-member school committee consisting of the mayor as chair plus 6 elected at-large members serving 2-year terms, with authority to hire a superintendent and manage the public school system

Implements voter participation mechanisms including initiative petitions (requiring 10% of registered voters), referendum procedures (requiring 15% of voters), and recall elections for elected officials (requiring 15% of voters)

Requires the mayor to submit annual operating budgets at least 45 days before the fiscal year begins and 5-year capital improvement programs at least 120 days before each fiscal year, with the city council having authority to adopt budgets with or without amendments

Mandates periodic charter review by a 7-member special committee in years ending in 4, and requires the mayor to promulgate an administrative code within 180 days of enactment, with the charter becoming fully effective in January 2026
