Requires participating property owners to sign a minimum 10-year agreement restricting ADU rental to households earning no more than 80% of area median income, with the agreement recorded as a deed restriction

Establishes a state grant program covering up to 20% of ADU development costs for owners who commit to maintaining affordability for at least 10 years

Provides property tax relief by capping assessments for participating properties at no more than 75% of fair market value to reflect affordable housing restrictions

Mandates creation of a statewide resident matching service to connect homeowners with compatible ADU tenants, including screening, model agreements, and ongoing support services
