Expands eligibility for enhanced retirement classification (Group 2/Group 4) to include employees who provide services to parolees, persons with mental illness, or persons with physical, functional, intellectual, or developmental disabilities, or delinquent youth

Allows members who served in more than one retirement group to elect pro-rated benefits based on the percentage of total years served in each group, rather than being locked into a single classification

Changes the "regular interest" rate credited to retirement accounts beginning after December 31, 2023 to match the New England Consumer Price Index increase, capped at 2%

State police members age 55+ with at least 20 years of service who served in multiple groups may elect pro-rated retirement benefits, capped at 75% of regular compensation

Requires amounts withheld for health insurance from pensions issued in the month of a retiree's death to be returned to the state retirement board
