Establishes a recall process for any elected city official in Chicopee, requiring 2,000 voter signatures for at-large offices or 500 signatures for ward-elected offices to initiate an affidavit

Requires petition signatures from at least 25% of registered voters in the applicable ward or city, collected within 30 days, to trigger a recall election

Mandates recall elections be held within 90 days of receiving a certified petition, though the City Council may combine it with another election scheduled within 100 days

Prohibits recall affidavits during an officer's first 6 months in office, last 6 months of term, or within 3 months after surviving a previous recall election

Takes effect upon approval by majority vote of Chicopee voters at a municipal election and would become Article VIII Section 66 of the city charter
