Standards must promote grade-appropriate collections supporting curriculum and independent reading, information literacy instruction for K-12 students, reading proficiency, and integration of learning technologies

Applies to all public schools, charter schools, private day schools, residential schools, and collaborative schools in the commonwealth

Mandates a department study on implementation beginning in the third year after enactment, with follow-up studies every three years thereafter examining school librarian employment and library programs offered
