Prohibits social media platforms from providing algorithm-driven "addictive feeds" to users under 18 unless operators use commercially reasonable methods to verify the user is not a minor

Bans platforms from sending notifications to minors between 12 a.m. and 6 a.m. Massachusetts time

Requires the Attorney General to establish regulations defining acceptable age verification methods, including at least one option that doesn't require government ID or allows user anonymity

Mandates that data collected for age verification be used only for that purpose and deleted immediately afterward

Authorizes civil penalties up to $5,000 per violation, with enforcement beginning no earlier than 180 days after the chapter takes effect and 90 days after the Attorney General issues implementing regulations
