Establishes the Chatham Housing Trust, a municipal trust to create and preserve affordable housing (up to 100% area median income) and attainable housing (up to 200% area median income) for year-round residents

Creates a 7-member board of trustees appointed by the select board, including 2 select board members, 1 Chatham Community Housing Partnership member, and 4 community members with relevant expertise

Establishes a Housing Trust Fund separate from the General Fund, with the town treasurer as custodian; funds can be expended without further town meeting appropriation and the town may borrow by 2/3 vote for capital purposes

Grants the trust broad powers to acquire, sell, lease, and manage property; accept gifts and grants; borrow money; employ professional advisors; and enter contracts for housing development

Requires housing units created by the trust to be offered preferentially to year-round Chatham residents, municipal employees, local business employees, and households with children in Chatham schools
