Requires all Massachusetts health insurance plans to cover medically necessary treatment for acquired brain injuries (ABI), including cognitive rehabilitation therapy, neurobehavioral therapy, neuropsychological testing, community reintegration services, and post-acute residential treatment

Prohibits lifetime limitations or unreasonable annual limitations on the number of days or sessions of treatment services, and bars denial of benefits solely because treatment occurs at a non-hospital facility

Mandates that coverage cannot have greater deductibles, copayments, coinsurance, or out-of-pocket limits than other benefits provided by the same insurer

Requires the Commissioner of Insurance to ensure health plan issuers train personnel responsible for preauthorization and utilization review, in consultation with the Brain Injury Association of Massachusetts

Applies to Group Insurance Commission plans, accident and sickness insurance policies, hospital service plans, medical service agreements, and health maintenance organizations through amendments to Chapters 32A, 175, 176A, 176B, and 176G of the General Laws
