Creates a new Chapter 175N establishing a comprehensive regulatory framework for travel insurance in Massachusetts, covering trip cancellation/interruption, baggage loss, rental vehicle damage, travel-related sickness/accident/death, emergency evacuation, and repatriation of remains

Establishes licensing requirements for "limited lines travel insurance producers" and allows travel retailers (tour operators, airlines, travel agencies, etc.) to offer and disseminate travel insurance under a producer's license without individual licensing

Requires consumer protections including: disclosure of coverage terms and pricing before purchase, 10-15 day cancellation period with full refund, prohibition on "negative option" or opt-out marketing practices, and disclosure of pre-existing condition exclusions

Classifies travel insurance as inland marine insurance for rate and form filing purposes, with option to file health-related travel coverage under accident and health lines

Takes effect 90 days after enactment and removes travel insurance from the definition of "health benefit plan" in Chapter 176J
