Requires the Office of Medicaid and Center for Health Information and Analysis to conduct bi-annual reviews of payment rates for applied behavior analysis (ABA) providers serving publicly aided individuals

Reviews must compare Massachusetts payment rates to jurisdictions with similar cost-of-living indexes and assess the impact on provider recruitment and retention over the previous 5 fiscal years

Reviews must also evaluate increased costs from future accreditation or regulatory requirements and any newly mandated services or populations that may increase demand

Mandates reporting of review findings by October 1 to legislative clerks, Ways and Means committee chairs, and Joint Committee on Health Care Financing chairs prior to release of updated rate regulations
