Commissioner of capital asset management and maintenance may convey approximately 3,500 square feet of state land (identified as "Gravel Driveway") in Wellesley to Kimberlee A. Dow of 23 Oakland Circle, in consultation with Massachusetts Bay Community College

Land is currently under the care and control of Massachusetts Bay Community College and will be sold at fair market value or value in proposed use, whichever is greater, based on independent appraisal reviewed by the inspector general

Proceeds from the sale will be deposited into a newly established Massachusetts Bay Community College Oakland Circle Scholarship trust to fund student scholarships

Buyer is responsible for all transaction costs including engineering, surveys, appraisals, title examinations, recording fees, and deed preparation

Declared an emergency law for immediate effect; appraisals and inspector general review must be submitted to legislative committees at least 15 days before transfer execution
