Commissioner of Capital Asset Management and Maintenance may grant permanent and temporary easements to the town of Bourne on state armory land at 31 Armory Road for installation, maintenance, and repair of a subsurface waterline.

Declared an emergency law for immediate effect, bypassing standard sections 32-37 of Chapter 7C of the General Laws governing state property disposition.

Town of Bourne must pay all costs including engineering, surveys, appraisals, and deed preparation, and must pay the greater of fair market value or value in proposed use as determined by independent appraisal.

Inspector General must review and approve the appraisal methodology, with reports submitted to House and Senate Ways and Means committees at least 15 days before execution.

Easements include a reversionary clause requiring the property revert to the commonwealth if not used for the authorized waterline purpose, with opportunity for the town to cure any violations.
