Removes Subsection c, entitled "Board of Appeals," from Section 2-8 of Article 2 of the Agawam city charter in its entirety

Requires voter approval at the 2025 regular election through a ballot question asking whether to accept the charter amendment

Upon majority approval, the City Council and Mayor must establish a zoning board of appeals by ordinance consistent with Section 12 of Chapter 40A of the General Laws

The city solicitor must prepare a fair and concise summary of the proposed amendment at least 60 days before the election
