Amends Town Meeting procedures to allow dissolution as an alternative to adjournment when quorum is not met, and gives the Town Moderator discretion to change the order of warrant articles

Updates election and recall provisions, including setting regular town elections on the third Tuesday in May and requiring recall petitions to be signed by at least 12% of registered voters

Establishes budget submission deadlines requiring the Town Administrator to submit operating budgets 90 days before Annual Town Meeting and capital budgets 60 days before, with capital improvement programs due 150 days before each fiscal year

Clarifies Town Administrator duties including serving as Chief Procurement Officer, supervising department heads, acting as collective bargaining agent, and administering personnel policies

Requires Charter Review Committee appointment by Town Moderator every 10 years and General By-laws review at least every 5 years by a By-law Committee appointed by the Select Board
