Establishes a sick leave bank for Paul Starvaski, an employee of the Department of Correction

Allows any Department of Correction employee to voluntarily contribute 1 or more sick, personal, or vacation days to the bank for Starvaski's use

Restricts use of bank days to absences related to the specific illness or disability that necessitated creating the bank

Transfers any remaining time to the extended illness leave bank if Starvaski terminates employment or requests dissolution of the bank

Declared an emergency law for immediate effect upon passage
